Informations about sports workers allowances for the months of April and May

Here is the information published by OPES Italia regarding the allowances of sports collaborators for the months of April and May. In this regard, starting from 14:00 on Monday 8 June, also the collaborators of National Sports Federations, Sports Promotion Bodies, Amateur Sports Associations and Amateur Sports Societies regularly registered in the CONI Register, who had not submitted the application for access to the contribution of 600 euros foreseen for the month of March, they can request the indemnity guaranteed by the Relaunch Decree. In fact, the decree identifying how to access the compensation for the months of April and May has come from the Ministry of Economy and Finance, in consultation with the Ministry for Youth Policies and Sport.

If the beneficiaries of the 600 euros foreseen for the month of March do not have to do anything, because they will also automatically receive the allowance for April and May on their behalf, those who have not submitted the request in March can advance it on the Sport and Health website. In order to obtain the contribution, it is important that sports collaborators meet the following requirements:

must not fall within the scope of art. 84 of the decree-law 19 May 2020, n. 34 (so-called “Relaunch” Law Decree);

they must not have received any other income from work for the month of April and May 2020;

they must not have received, in April and May 2020, the Citizenship Income;

they cannot combine the indemnity with the other benefits and indemnities referred to in articles 19, 20, 21, 22, 27, 28, 29, 30,38 and 44 of the Cura Italia decree as extended and supplemented by articles 68, 69, 70, 71, 78, 84 and 85 of the decree-law 19 May 2020, n. 34;

The collaboration relationship must:

1) be carried out with the Italian National Olympic Committee, the Italian Paralympic Committee, the National Sports Federations, the Paralympic Sports Federations, the Sports Promotion Bodies, the Associated Sports Disciplines recognized by the Cones and the CIP or with Amateur Sports Clubs and Associations that at the date entry into force of Law Decree 17 March 2020 n.18 must be registered in the Register of Amateur Sports Associations and Societies kept by CONI;

2) having ceased, suspended, or reduced the activity due to the health emergency from COVID-19;

3) already exist as of February 23, 2020;

4) do not fall within the scope of art. 84 of the decree-law 19 May 2020, n. 34 (the so-called “Relaunch” Law Decree) (freelancers with VAT number active on 23 February 2020 and workers with coordinated and continuous collaboration relationships active on the same date, enrolled in the INPS Separate Management referred to in Article 2, paragraph 26, of law no. 335 of 8 August 1995).

NEWS Sport e Salute:

1) For those who have already submitted the request for the compensation for the month of March 2020:

Article. 7 of the decree of the Minister of Economy and Finance and of the Minister for Youth Policies and Sports of 29 May 2020 expressly provides that the allowance of 600 euros for the months of April and May 2020 is paid by Sport and Health, without need for further application, to the subjects who have already been beneficiaries for the month of March 2020 of the allowance.

As for the above, all sports collaborators who have already received the allowance for the month of March 2020, are receiving the payment of the allowance for April and May 2020 without having to submit a new application. We therefore invite you to verify that the payment has been made to the same current account on which the bonus for March 2020 was credited.

Anyone who has already submitted the application for the month of March 2020, but has not yet received the allowance, is required to provide the preliminary additions that Sport and Health has requested from him in order to obtain the allowance of March 2020 and, at that time , may also upload the documents it deems necessary for the April and May 2020 allowance.

If the required additions meet the requirements required by law, he will be paid the March 2020 allowance and, consequently, the April and May 2020 allowance.

2) For those who have not submitted the request for the compensation for the month of March 2020:

The ministerial decree establishes that the holders of a collaborative relationship pursuant to art. 67, paragraph 1, letter m), of the Presidential Decree December 22, 1986 n. 917, which meet the following requirements:

must not fall within the scope of art. 84 of the decree-law 19 May 2020, n. 34 (so-called “Relaunch” Law Decree);

they must not have received any other income from work for the month of April and May 2020;

they must not have received, in April and May 2020, the Citizenship Income;

they cannot combine the indemnity with the other benefits and indemnities referred to in articles 19, 20, 21, 22, 27, 28, 29, 30,38 and 44 of the Cura Italia decree as extended and supplemented by articles 68, 69, 70, 71, 78, 84 and 85 of the decree-law 19 May 2020, n. 34;

The collaboration relationship must:

be carried out with the Italian National Olympic Committee, the Italian Paralympic Committee, the National Sports Federations, the Paralympic Sports Federations, the Sports Promotion Bodies, the Associated Sports Disciplines recognized by the Cones and the CIP or with Amateur Sports Clubs and Associations that date of entry into force of Law Decree 17 March 2020 n.18 must be registered in the Register of Amateur Sports Associations and Societies kept by CONI;

having ceased, suspended, or reduced the activity due to the health emergency from COVID-19;

already exist as of February 23, 2020;

do not fall within the scope of art. 84 of the decree-law 19 May 2020, n. 34 (the so-called “Relaunch” Law Decree) (freelancers with VAT number active on 23 February 2020 and workers with coordinated and continuous collaboration relationships active on the same date, enrolled in the INPS Separate Management referred to in Article 2, paragraph 26, of law no. 335 of 8 August 1995).

The application must be completed exclusively through the IT platform which will be active from 14:00 on Monday 8 June on the Sport and Salute website.

The application submission procedure involves three phases:

booking: to book, you must send an SMS with your Tax Code to the number that will be communicated from 14:00 on Monday 8 June on the homepage of the Sport and Health website (read the privacy policy here). In the SMS sent for the reservation, only the Tax Code must be entered without additional spaces or texts. After sending the SMS, the applicant will receive a booking code and an indication of the day and time slot in which it will be possible to fill in the application on the platform. The system ensures that the order in which applications are submitted corresponds to the order in which the SMS are received.

accreditation: to be accredited to the platform, it is necessary to have your own email address, your Tax Code and the reservation code received following the sending of the SMS to the number indicated above. To access accreditation, the user can use the link received via SMS together with the booking code or access the platform from the homepage of the Sport and Health website;

filling in and sending the application: immediately after accreditation, it will be possible to access the platform, fill in the application, attach the documents and proceed with sending.

To prepare for submitting your application, we recommend that you:

upload the pdf of the documents that will be attached to your computer, tablet or phone (identity document, collaboration contract or letter of appointment or company certificate or proof of payment of the monthly payment for February 2020);

have your essential data available, including: Tax Code, email and telephone numbers, residence and IBAN for crediting the sum;

dispose of data relating to your sports collaboration, including: name of the contracting parties, starting date, duration, remuneration and type of service;

know the total amount of sporting compensation received in the 2019 tax period;

make sure that the collaboration relationship for which you intend to submit the application for compensation falls, pursuant to art. 2 of the Ministerial Decree, within the scope of art. 67, paragraph 1, letter m), of the decree of the President of the Republic 22 December 1986, n. 917 and that it is at Cones, CIP, National Sports Federations, Paralympic Sports Federations, Sports Promotion Bodies, Associated Sports Disciplines, or at Amateur Sports Clubs and Associations;

verify that all the other required legal requirements are met (example: do not have the right to receive other work income for the month of March 2020, do not be retired, do not be co.co.co registered in the separate INPS management, do not be a recipient of the Citizenship Income, etc.);

have the tax code or VAT number of the Sports Association / Company / Body for which collaboration is provided;

check, if you collaborate with an Association or an Amateur Sports Company, that it is registered in the CONI Register;

check, if you collaborate with a National Sports Federation, a Paralympic Sports Federation, an Associated Sports Discipline or a Sports Promotion Body, which is recognized by CONI or CIP.

In order to support the applicants in the application submission phase and to be updated on the progress of the application:

the dedicated email address has been reactivated: curaitalia@sportesalute.eu, which will offer initial automatic support for the most frequently asked questions (note: users are advised that they will not be able to use this email address to request modification of inserted data or attached documents when submitting the application; any message containing attachments or relating to additions or changes to the application will not be taken into consideration);

in the coming days, an application will be available, downloadable for free, from the Google Play and Apple stores. The application will allow any already registered user to monitor the status of their application, consult the FAQ, receive notifications and Company News and receive information on the necessary actions during the preliminary investigation phase. To access the APP, the applicant will use the same access credentials to the platform. The APP will also be usable by users who have submitted the compensation request for the month of March 2020.

All applicants are requested to use only the support tools indicated above and not the various contacts available on the Sport and Salute website, with particular reference to the contacts of the various Sport and Salute departments and the company switchboard from which they cannot receive adequate support.
